None of the GOP caucus cares who is the Speaker. They have their sights set on delay, defund, and destroy Obamacare by any means necessary.

If it means destroying the full faith and credit of the US government, so be it.

If it means defaulting on the debt, absolutely.

If it means shutting down the government, even better.

They couldn’t care about the consequences, only the absolute hatred of Obamacare is their guiding principle and one that dominates all other discussion.

The worst possible outcome for the GOP is that October 1 passes, the ACA begins registering people for the exchanges and the numbers show that millions now have insurance that they previously couldn’t afford.

Will there be hiccups? Absolutely. No program ever instituted by Congress is ever perfect. But the ACA is preferable to the alternatives, which the GOP essentially wants as the status quo ante - no ACA, no insurance to millions, and the health for millions at risk.
