That’s all part of the wishful thinking department. Sales tax requires periodic transfers of collected tax. States require monthly, quarterly, or annual returns depending on the volume of sales.

While the IRS has a withholding requirement that allows for biweekly remittances, the problem is that sales tax volumes can vary tremendously from month to month, which makes projections far more difficult to do. It makes budgeting even more difficult and subject to vast swings in revenue depending on how the economy is doing. States that have greater reliance on the sales tax have a greater difficulty in projecting their budgets and are more likely to miss their projections too.
