The thing is, the bodies were pulverized, so pinning down a zone of where they could not be found isn’t really feasible, and it would spread far beyond this particular site.

Are you saying that those families object to the construction of the Cultural Center because the fragments of their relatives may be in that building? Well. I don’t know what to say to that, it sounds both more reasonable and creepier.
