It’s both the floor and the ceiling.

Trump operates in a very narrow band - his floor is the crazification factor and the ceiling is the dupe factor - not enough buy into his crazy to get him over 50% even in the most favorable polls.

That Rassmussen can’t even get him consistently to 50% shows how awful he is in historic terms.
