A full and complete list of who needs to be fired, demoted, or resign:

Gov. Nixon
Ferguson Mayor
Ferguson Police Chief
Police chief of the St. Louis County Police
Head of the tactical unit of St. Louis County Police

Firing the police officers mentioned above would be a good first step. The mayor and governor should resign, but knowing that they will resist all calls to do so, should be voted out of office.
