With all the other sabre rattling the North is doing, I beleive they are doing this alone, without the consent of the Chinese and without the help of the Russians. Yes, North Korea is an impovrished country EXCEPT for the upper echelon’s of political and military, including cyber space

I’m still not sure they have the tech. They don’t even appear to have an assigned IP range (dayomon.net)

Wiki confirms that there is no internet per se in NORK (en.wikipedia.org) - it looks like most of it runs through satellite and hard lines to China and other countries.

They’d need help to pull something like this off, I think. I doubt they have enough internet-enabled people in country to have developed the skillset to do this.
