On further reflection, that quote does make sense: Mao used it to launch the “Hundred Flowers Campaign” in which China briefly did not repress dissent. The campaign’s true purpose was to smoke out dissenters for later elimination. Hitchens is trying the same trick: give the creationist some room to make them selves look stupid and them use that as a club against religion in general.
