Mandy - this is not a terrible thing.

One of my nephews was held back in 3rd grade. One of the best things that could have happened.

At my daughter’s school, they assessed kids before letting them into kindergarten. Placement in regular K or what they called (unfortunately) “developmental K”, depended on the maturity of the kid, not how smart he/she is/was.

Look at it as you planning for and seeing to the best possible outcome for your son, not whether he’s been “held back” for whatever reason.
