Some of the problems are beyond his (or any government’s control), like watching four casinos shut down in the matter of months, with the loss of thousands of jobs and watching the casino revenue taxes drop year over year for years in a row.

The casino revenue taxes brought in about a billion dollars; with that gone, there’s no place else for the state to look to for easy revenue raising. It’s all on the sales, income, or motor fuel taxes, with local property taxes being capped by state law to 4% raises per year (and that mostly goes to fund local govt services and schools).
