Because it’s not like Afghanistan was a mangled wreck already.

If we truly wanted to win Afghanistan earlier, we

a) Would have had a much, much larger occupation force
b) Had a more de-centralized government set up (Like Switzerland)
c) Would have raised taxes to pay for it
d) Would have been willing to stay there as long as we did in Germany and Japan.

Afghanistan was near destroyed by the Soviets, and to rebuild would take decades. Infrastructure, supplying education, everything.
