Think you may be thinking of Iraq and Chalabi. I always saw Iraq as being akin to the former Yugoslavia where once a constant- the Ba’ath party and Hussein in Iraq’s case and Tito in Yugoslavia fell that all hell would break loose. I think the Bush administration like many Americans failed to understand the complexities of the non European nation states. I had an Afghan classmate who was part of the Hazara and Shi’a minority of Afghanistan. If you remember the Kite Runner, the boy with the harelip was in that group and bullied because of it.

Yeah, Chalabi in Iraq is the one I was thinking of.
