Maybe. But remember, for 99.99% of earth’s history, there was no technological civilization here, either. And even if a planet does evolve sentient species, there is no guarantee they will develop a technologically advanced civilization. For example, without large beasts of burden, the farming civilization of the central plateau of New Guinea simply stayed in the Stone Age for thousands of years until contact was made in the 20th century.
