Not all that familiar with the vaccine-distribution process, but unfortunately, I think not.*
AFAIK, the Federal Government is responsible mainly for supervising/subsidizing the production of the vaccine(s), and their distribution only as far as the state level: the mechanics of getting shots into the public’s arms is the responsibility of the states and subsidiary entities (localities, healthcare providers, hospitals, pharmacies, etc. as well as operating their own vaccination facilities).

Wasn’t that the essence of the widely criticized Trump policy? That the federal government provide the vaccine to states and then it’s up to the states to handle it from there?
