That is where point 1 and 2 come in. The FBI reviews the case and if it doesn’t hold up, the DoJ comes in. Every case would be looked at and if the locals were trying to cover anything up, the DoJ would be there from the beginning, not playing catch up weeks later.
I’m just saying that the Feds would not have to come in so often if the system, as it exists, wasn’t so fucked up from the get go.
Clean it up from the bottom, and don’t rely on the Feds to intervene, which pisses all the locals off, after “the Municipal Grand Jury has spoken”.
