The men were shouting “the Prophet has been avenged!”. In my mind that raises the likelihood of their being Radical Islamists to a very high degree of probability. To me the question is: Was this Al Qaeda or ISIS?

I missed that detail. Sorry. There are plenty of homegrown French terror groups to choose from, I think.
