Which I guess is part of the problem. It seems to have, or want to have, a lot of the trappings though.

It has very few of the trappings. It has no real rule of law, no functioning government (the last elections were ages ago), no ability to freely trade, etc.

What aspects does it have that are the aspects of a nation-state?
