Before I started teleworking at home my electric bill from the Los Angeles DWP was $70/month. But now it’s averaged $195 since last March because of the heating & air conditioning. When the air conditioner starts up in my main room the power meter goes into overdrive even when I set it to 85 degrees.

It sounds very likely that you could use better insulation, if you own you should look into subsidy programs at the local electric company. If you rent, try someplace else?
