DiBlasio announced a ‘3 day retraining program’ for beat cops yesterday. I have my doubts that 3 days of training will make any appreciable change in NYPD’s Cop Culture, but we’ll see.

It’s a band-aid on the problem. I imagine the reason there’s not a major retraining program is because it would be at the city’s expense.
