Trump is exhibiting symptoms of mental instability. His family history has a record of dementia, and he sleeps for very small amounts of the day (an early symptom of Alzheimerās IIRC). Heās clearly been unprepared for the job, and has never been used to such vehement opposition directed toward him from practically everyone outside his personal cult (the GOP rank-and-file).

Yes, he said ālying pressā because he believes it. But we also have no idea as to if heās almost entirely gone (and is being manipulated further by Bannon et al) or if heās still maintaining all cognitive functions and doing this shit willfully. Neither option is good; the latter is terrifying AF.
It is highly conceivable that Pence wants to use Article XXV, but no one else will. That wouldnāt be a surprise, given that Pence and Trump have rarely gotten along and have no love lost between them.
