Your insurance company. There isn’t a liberal conspiracy to deny you a permit. Codes are written by insurance companies, architects, engineers etc.

It also doesn’t help that my greenhouse is an unusual project. Most of these inspectors are looking at new decks, 2nd story expansions, new home construction. They don’t see many greenhouses so they gave me a little extra scrutiny.
