I would take that to mean the kooks within their own ranks, given the numerous documented accounts of LE officers threatening summary execution of credentialed news reporters, physical assault and harrasment of protesters, pedestrians and news reporters and overall menacing behavior towards the public in the greater St Louis metro area.
