I don’t understand how it’s going to work, actually. Think of the discovery process….. the state of AZ will be proffering so many pieces of evidence showing dereliction of duty by the feds, so many criminal acts they’ve had to prosecute, so much money they’ve had to spend, etc, etc…
the evidence of harm suffered due to failure to secure AZ’s border will be endless.
Rather than the defendant, AZ will end up looking like the plaintiff.
