Correct. He isn’t directly calling for violence - he’s “warning” that it will be a consequence of the actions he’s opposed to. The fact that his followers see this as a call to action isn’t prosecutable.
It would almost certainly be more profitable to look into his finances. Zealots have a habit of misspending their funds, because God tells them it’s OK. I’d bet there are some questionable transfers of funds, and maybe a decent tax violation or two in there.
It’s totally worth harassing him over, in any case.
