Maybe so, but I think the kid is getting the wrong message from the contract. I.E. these people are scary, stupid and I’m being coerced into something I do not really understand”. At best they learn how badly they can be misunderstood and punished anyway.
It teaches adults & children alike that a surfeit of useless actions are window dressing over a far more intractable problem. A point that reflects why we learn to question and doubt authority quite early on.
