Actually they don’t. As least many of the 300+ affiliated organizations don’t. The IRS has never called them on it. It is essentially impossible to track how the money flows through all the affiliated organizations.

There is a high degree of non-compliance among politically oriented non-profits.

IIRC the Nader organizations don’t publish 990’s either, and the IRS hasn’t ever said boo to them.
