I think initially it was a term for any person not sensible enough to follow on his/her beliefs to unpalatable extremes. Only then it acquired leftish tones. At least that’s what I read.

IIRC it gained in popularity against Jerry Brown during his first term as governor. New-age California/dirty hippie/head-in-the-clouds/flake connotations.
