If they tried to do a Mumbai-style attack, they would most likely try to do it in a “gun-free” jurisdiction, I imagine.

With so many states now having “shall issue” CCW laws, and as the effects of the Heller decision begin to be be applied to the states via the 14th Amendment, I hope there’ll be very few of those left before too long.
