It’s also then “Not Invented Here” syndrome at work, just like with AGW. Al Franken ( a person most Republicans rightly loath) introduced the bill, therefore to many Republicans it is automatically suspect at best, and just plain wrong at worst. Others voted against it because they don’t want to be seen as siding with Franken. If they voted for it, they’d be called RINOs by the NIH wing of the GOP.
