Nip is short for Nipponese, which derives from the Japanese word for Japan: Nippon. It’s a US/UK slur for a person of Japanese descent.

Personally I read it as “not an IP okay” (!?) as an exasperation with wiki and their use for IPs for signatures when people aren’t logged in.
