You’re wrong about the insurance companies. They’ll insure anything, for a price.
The word ‘effective’ does not apply to the status quo. Something’s not working, and we should take another look at every source of guns.
What’s not working is that a gun dealer can only rely upon what he’s given in terms of a background check. He’s not at fault, it’s states who are under pressure by the NRA not to keep up-to-date records in NICS of people diagnosed as mentally ill or convicted of felonies. If the background check comes back clean, then what is it you want him to do?
