I’m sorry if I’ve brought this up before, but I had not heard the “Pastors” speech. Intent is important is considering if a crime was committed, an otherwise permissible activity - such as operating a motor vehicle - can be deemed criminal if the operator is intoxicated, impaired or intending to commit a crime.
