I would agree that they shouldn’t, but I don’t believe any of the people detained for rendition were detained within the US either. So they were neither citizens nor in the US. (Again, reserving the right to be wrong.)
I disagree with the whole concept of rendition and what was done, for the record.
Which is the whole point, the constitution applies on US soil. Citizenship is largely a red herring in this situation.
