There was a group in Louisville trying to “86” I-64 along the downtown riverfront, saying that E-W traffic could be diverted onto the Watterson Expressway I-264 and Snyder Freeway I-265. They wanted to reclaim the right-of-way for non-transport use.
The idea didn’t catch on.
I-95 goes N/S up the west side of the Delaware in Philadelphia pretty close to the waterfront. There seems to be a periodic push to either bury it (tunnel) or do some sort of monster by-pass in order to reclaim that property for other use, especially along the Old Town section. I don’t expect there to be much progress on those fronts due to the expense.
