Wouldn’t a civil suit by a citizen of one state against a citizen of another state have to be tried in Federal court? And doesn’t that vastly increase the cost to file it, as well as the time before it could come to trial?

No, that is not required, though in some instances a party can remove a case from state court to federal court.
