He’s running for President of the US, and CA gets a significant amount of water from other states.

That’s a regional problem when climate change affects about… oh roughly 1/4 of the US population between all the states involved in the Compact. With climate change affecting the region and multi-year drought, this has national effects, including on food production given central CA’s importance as a food producer.
