That actually makes a whole lot of sense. What do you expect to find in a full sized laser printer… circuit boards, toner cartridges, toner… SOMETHING IN THE TONER CARTRIDGE.

Unless they were using chemical sniffers (do they do that to all international cargo), Xrays, visual inspection, that kind of stuff, would not show anything to odd, unless someone looking at the printer or inside the printer was some expert on the construction of that printer.

This “tact” could be used in other sort of devices.

Clever.
