The idea of lower overall tax rates is that people are currently putting more effort into avoiding taxes than they are in generating more income. It is no coincidence that General Electric, which pays almost nothing in taxes, has the largest legal department of any corporation in the world.

For them it is simply a mater of return on investment: the system is skwered so that they have more to gain from hiring a lawyer than from hiring another engineer or worker.
