Since when is energy conservation the same as safety codes?

This part of the bill is about replacing mobile homes that are 32 years or older.

Have you ever been in one, just visited someone who lives in one?
I have.
I can believe they also violate numerous safety codes, in addition to being energy inefficient.

I can’t see replacing them as a bad thing. It looks like a good thing for the people who live in them.
