The way I read this comment, it sounds more like Rep. King is using “stock” in its old-fashioned (as in 19th-Century-eugenics-type Old-fashioned) usage: basically code for “white folks just like us” -i.e. “English-speaking white Protestants of [accepted-varieties-of] European descent”
The next rhetorical step is “purebred” vs. “mongrel”, which just MAY be a trope too far even for Steve King, but it’s an election year, who knows?
