Your insurance company. There isn’t a liberal conspiracy to deny you a permit. Codes are written by insurance companies, architects, engineers etc.

If you want to hook up to electricity, natural gas, water or sewage -those companies need to know that your structure is safe to do so.

If you want to have your structure insured against fire, theft, wind, tornados etc, the insurance company will only insure structures that are built to code.

Many weren’t in Florida. After Andrew, they were mandated by law to pay the claims regardless. They had figured the premium cost on a certain estimated loss amount. That amount end-up being much higher because the buildings were unsafe. It bankrupt many carriers and those that were left, re-inspected every property they insured in the state of Florida and cancelled coverage on those that were not up to code.
