No one wants to commit their own troops to the mission. No one wants to send ground forces, including France, who is the de-facto leader on the Levant (historical relationship with Syria/Lebanon). An air cover mission (similar to the NATO mission over Libya) is unlikely because Russia and China will continue to block any UN action stronger than what’s in place. The Arab League isn’t going to commit troops, not when they’ve got their own uprisings/demonstrations to contend with.

So, it’s all a bunch of talk unless the rebels can pull it together and gain ground so that the situation devolves into a civil war with a rebel force that can be recognized as a legitimate sovereign entity. Assad’s done just enough to keep that from happening.
