A young child will learn a foreign language within weeks. All what is necessary is immersion. In this I speak from personal experience. And no, neither parent spoke English.

I grew up in an immigrant neighborhood in Buffalo NY.
I knew at least a dozen different languages before I entered my teenage years, just by interacting with the parents of my friends.

Learned a lot of curse words in the process. :D
