The House August recess begins on August 1. If McConnell pulls the bill (or votes against a motion to proceed), he can bring it up again later. If the vote is held and a Motion to Proceed fails, the bill is dead.

McConnell is still planning to bring in an amendment that only he knows about that will essentially switch out the contents of the bill (and any amendments) and replace it with his amendment.

The Democrats still have one tool in the toolbox to try to run out the clock: As many amendments as they can write.

It’s possible that McConnell will have whomever is sitting as the acting president pro tempore proceed through all DEM amendments without debate, then move to a voice vote, determine they have failed to pass, and rapidly move on to the next. While it will still take time, it will be significantly shorter than we might hope for.
