While we are dealing with ancient infrastructure in steel manufacturing the rest of the world is much newer since they started their steel operations much later than we did.

Is it really the government who needs to invest in keeping their manufacturing at the latest levels to compete against the world? I can see partial investment but these are for profit companies. I am really quite torn here.

The corporations see how much cheaper it is to produce steel in China so they move all their operations there rather than update the infrastructure here.
