“We have government inspections and still people die from contaminated food, so clearly they’re not doing any good” is not an argument that actually makes sense.

No different than gun nuts: We have gun laws and people are still killed with guns, so clearly gun laws don’t do any good.

Both are all-or-nothing arguments. You could use the same for drunk drive laws, speeding laws, insider trading laws, &c.
