My apologies, I took it from Alouette’s comment. Going back and reading the original Ynet story, it seems pretty clear that the Hassadim knew the risk’s they were taking and decided to do it anyway. From Ynet:

It’s horrible that people got killed over this, but they knew the risks and took them anyway.

To blame the victims is ludicrous and until a formal investigation is concluded, I’m not conceding your point.

According to that article, worshipers visit the tomb every one or two months. Opening fire on them because all the Ts weren’t crossed shouldn’t be justified by anyone.
