Agree. This guy is saying that the Senate can set the “rules of engagement” beforehand. I have no idea if that is right, but know that nothing is beyond Mitch McConnell. Who, before 2009, would have guessed that the Senate would just refuse to consider judicial nominations, let alone a supreme court nomination? McConnell has no shame.
