I wish I had the time and money to run an experiment where I give some Joe Schmo say $3000 and a computer and see how big an arsenal (both weapons and tactical gear) can be acquired online, how quickly it arrives and how many security measures/background checks would be required to get it.

I imagine the results would be…sobering.

Only $3,000? Not very big & a bg per firearm unless the buyer is a FFL holder. With your budget? 1 rifle, 1 pistol & accessories & ammo. Plus while you can buy a firearm from, say, Bud’s Gun Shop online it is required to got to a FFL for ATF paperwork & background check. Said FFL will charge a fee of $20 - $100, depending, for the transfer.

The problem is that NICS generally doesn’t have real time info on mental health problems and until that changes nothing else will.

Additionally if the shooter was 20, then the handgun(s) was purchased illegally as you are requried to be 21 to purchase a handgun in a gunstore.
