I think you touch on something that could work. How about the people of the district being able to vote to impeach their rep?

Say the President and other members of congress call for a special election to impeach a rep. It would then be up to the people of the district to do the deed. It might not work all the time, but it would give a chance to remove someone that absolutely needs to go.

This seems totally pointless to me. The worst pieces of shit in Congress are almost always there with full approval from their constituents. Plus the idea of POTUS and a Congressional majority impeaching other members of Congress is guaranteed to be abused along partisan lines.
