Only a small percentage of the detainees are dangerous terrorists. Many were enemy combatants or sympathizers for the Taliban, more the a few turned in for a bounty by rival tribes and we have no idea of the level of their guilt. The problem will be to sort out those that we can send home, to other countries and which to keep locked up for life.
